Department has launched this scheme recently.
Under this scheme, the available manpower & other
infrastructure will be used to generate funds.
These funds will be utilized for development of
institute & will be distributed among the
concerned staff as per the guide lines of scheme.
Institute has started a training programme for the
in-service workers of the NATIONAL HYDRO POWER
CORPRATION, which is running successfully.
Similarly Institute is going to sign a M.O.U. with
R-IT REVAT INSTITUTE OF ENGG. & TECHNOLOGY for
starting short term courses in mobile repairs,
p.c. repair, software& hardware. These courses
will start in the first week of May. The various
types of infrastructures, manpower available with
the institute & guide lines for this scheme are
given below

The above four categories of infrastructure are
the broad categories. Any job work other
infrastructure which is not covered in the above
categories may be clubbed in these categories.
The ways/methods by which these
categories of infrastructure are to be used for
IRG: -
(1)
Staff:- Institutes have well qualified
staff on its pay rolls. Certainly this staff
primarily are to be used for imparting Technical
Education & Vocational Training to the
students/trainees. The staff of the Institute is
ready to offer consultancy services to the
Industry/Service Sector/ Market. The type of staff
can be broadly divided into three categories:
1.
Technical: - In this
category all the Engineering/ Non Engineering
staff falls. Mechanical, Electrical etc falls in
to Engg. Type and. Sectt. Practice falls in the
Non. Engg. type.
2.
Ministerial/Clerical/Accountancy: In this category
fall the Ministerial/Clerical staff and other
staff which caters to the file work and do other
supporting work/date collection and analysis in
the institutes.
3.
Supervisory/HOD's/Head of Institutes: In this
category falls all the supervisory staff/Head of
deptt's/ Head of Institutes who can provide
consultancy for broader managerial problems of the
Industry/Service Sector/ Market.
This all the three types of staff can be suitably
engaged to provide Services/Consultancy to the
Industry/ Service Sector/ Market. As in this case
only the Individual/ or Group of Individuals are
involved in providing services/consultancy, the
user charges/ fees levied/ collected from the
clients is recommended to be shared on the
following pattern. (Here no other infrastructure
of the Institute is used by the individuals).

The rates at which the services/ consultancy are
to be offered may be determined keeping in view
the market rates, circumstances/ conditions of
local areas and quality of services/consultancy

(2) Equipment, staff and
buildings.
For generating internal resources
in a big way the use of equipment and building
along with the staff is inevitable, equipment and
building (including workshops, labs etc, open
spaces, play grounds etc. ) can be used in a
variety of ways and in a variety of proportions.
The exact nature of this depends upon the actual
situation. However, Here clients can be
industry/service sector/ market even the
students/trainees and staff of the institute
itself. Thus the catch word is "pay for the
services rendered or facilities used".
Use of equipment:
Equipment worth crores of rupee is lying in the
Institutes.
Some of the possible ways in which equipment can
be used are
Photostat of notes and learning material in the
library. This indoor facility to students can be
charged suitably by the principal of the
Institutes.
Internet facility,
CD writing, Scanning, word processing services,
Printing of project report, thesis, laminations
and binding etc. The students can be charged
suitably. Possibly after normal working hours by
the principal of the institutes.
Printing of information
brochures, launching of web sites with Bio-Data of
students highlighting their skill set.
Hiring out the time of
equipment to the industry (CNC Machines, Lathe,
Milling Machine etc.)
Any other way in which
equipment can be used for providing services/
during job work with the involvement of staff or
without it.
In case the
equipment is used for providing services/ job work
without the active involvement of staff
(Technical) then the revenue generated (after
meeting the recurring expenditure of electricity,
water, R & M of equipment etc) is recommended to
be shared as under.

If the technical staff or non technical staff
(like use of internets, photo stats etc) is
actively involved then the sharing pattern of
revenue is recommended to be as under:

The rates at which the services are to be offered/
job work is to be done may be determined keeping
in view the market rates, circumstances/
conditions of local areas and quality of services/
job work done.
Use of building:
The campus of institutes is spread
over many acres of land. the buildings and the
open spaces like Halls, Hostels, Lawns, Parks can
be productively used for
generating revenue. these
facilities are brought up to the level where these
will be acceptable to the industry/service sector/
market/ trainees/ staff.
Some of the ways are suggested as under: -
(a)
Renting out some portion of building for canteen,
stationary shops, P.C.O., gift shop, or general
store, fast food shop, coffee shop, cyber cafe or
other revenue sharing models to be decided by the
principal of the institute.
(b)
Renting out multipurpose halls during academic,
public function of other institutions (possibly on
Saturdays, Sundays and public holidays) to be
decided by the principal of the institute.
(c)
Inviting sponsorships from big companies like COCA
- COLA, PEPSI, organizing big seminars, and sports
meets by providing them proper advertisement space
to be decided by the principal of the institute.
(d)
Making available facilities in the shape of
activities like coaching for cultural, sports
coach, coach for gym etc.
(e)
Making available test and measuring equipment
along with PC on each practical seat.
Apart from the above, the industry/ industry
associations can be approached to build, Rooms,
Halls, Auditorium on the vacant spaces, with an
agreement to allow them to use this facility with
prior notice up to some period of time says (25
years or 30 years).
Here as the open
space/building/play grounds/ etc are used without
the active involvement of the staff, the revenue
sharing pattern recommended is:
i)
Institute 60%
ii)
Govt. Treasury

iii)
Staff (Tech. and Non-Tech/

Watch and Ward)
The rates at which the services are to be offered
may be determined keeping in view the market
rates, circumstances/ conditions of local areas
and quality of services/consultancy offered.
3.
Starting of new short term courses in
collaboration with Private Agencies/ Service
Providers.
Due to fast changes in the technology and variety
of services required by the market, the short term
courses (of 1 week to 8 weeks) have become
an absolute necessity. For starting these courses
the staff, equipment and building is needed.
Generally building is available which can be used
or offered specially after working hours or on off
days. In some cases, equipment and staff can also
be used. But in some cases staff trained on latest
technology or software is not available and in
some cases the latest equipment is also not
available. So the three models which can be
followed for this purpose are
i)
Institute will offer
only building, the equipment, faculty and software
is to be provided by the private/ other govt.
organizations.
For the starting of these courses the user charges
are recommended to be levied as per local
circumstances by signing on agreement by the Head
of Institute and Private Agency/ other Govt.
agency. The sharing of user charges levied is
recommended to be as follows: -
i)
Institute 35%
(out of this35 %, 10% will go to Govt.
treasury, 20% to staff, 70% to institute
after meeting the recurring expenditure)
ii)
Service provider 65%
ii)
The building and equipment is to be provided by
the Institute and faculty and software by the
Service provider.
Here also the user charges are to be levied as per
the local circumstances by signing an agreement
with service provider by HOI. The sharing pattern
recommended is as follows:

The building, equipment and faculty are to be

and support certification etc. is to be provided
by service provider.

the local circumstances by signing an agreement
with service provider by HOI. The sharing pattern

The rates at which
the services/ consultancy are to be offered may be
determined keeping in view the market rates,
circumstances/ conditions of local areas and
quality of services/consultancy offered.
The institutes will run the courses for the
persons holding the Certificate of the courses run
by them as regular courses to avoid over lapping
of effort. However where ever the facilities for
the Certificate holders are not available in the
respective institutes of the area, the ITI can
offer short term courses to the students of higher
or lower level also. Here the Institutes through
Head Quarter may take the consent of the Apex
bodies of the State.
The certificates to be issued on the completion of
these courses should be recognized at least in the
State of Punjab and should be duly rewarded in the
career growth of the prospective certificate
holder by Industry/Service Sector/ Market. The
State level bodies like SCVT/PSBTE&IT/PTU should
approve this in principle and authorize the
institutes to issue the certificates in their
behalf with facsimile signature of one of the
officer bearer of these bodies, which may be
designated for this purpose.
(4)
Inviting Industry/Industry Association to open
schools dedicated to their product/ industry.
As the institute have sufficient land and
buildings, the Industrial Houses like Bajaj, Tata,
Maruti, Ashok Layland, L&T, HCL, IBM, Quark, DELL,
Godrej, Kirloskar, Siemens, Infosys etc. are
invited to open their schools, which will provide
latest technical know how regarding their products
or will provide specialized training which will
make the students to be skilled for direct
absorption by the Industry as per its
requirements.
The bi-lateral agreements may be signed at the
State level by SCVT/ State Govts. and by HOI at
the Institute level. The terms and conditions of
the agreements can be worked out which are
mutually beneficial to the companies/industrial
houses/industry associations and the institutes.
(5.)
Organizing Exhibitions, Fairs of the products
manufactured/prepared by the trainees during the
training for sale to the general public
particularly the rural areas.
A lot of products/items are manufactured by the
trainees during their training in the Institutes.
There products/items are generally of good quality
and can be sold out to the market. This can be
done by holding exhibition, seminars and fairs of
these items in the market particularly in the
rural area. The type of items manufactured depends
on the recruitments of curricula. But with same
variations the orders can also be fetched from the
market.
The rates at which the services are to be
offered/jobs to be sold may be determined keeping
in view the market rates, circumstances/
conditions of local areas and quality of
jobs/items, services offered and keeping in view
the market and expenditure on raw material.
(6.)
Providing Services/Carry out job work by taking
orders form the market.
The technical training imparted in the institutes
exclusively pertains to that which is the
requirement of Industry/Service Sector/market. So
even during training the services can be
provided/job work can be done as per the order of
Industry /Service Sector/Market. Here generally
the students are involved. The sharing pattern of
the revenue is recommended as follows:

The rates at which the services/ consultancy are
to be offered may be determined keeping in view
the market rates, circumstances/ conditions of
local areas and quality of services/consultancy
offered.
(7.)
Establishment of Institute as the Call centre:
Every city/village requires skilled manpower to
attend to the complaints of equipment/facilities
available in each house hold like Electrician,
Plumber, Mason, Electronics gadget Mechanic
Hardware Mechanic, RAC Mech. etc. The skilled
manpower which provides these services generally
is not quality conscious and also all the manpower
is not available under one umbrella.
The Institute has designated as Call Centre which
will note down the complaints of the consumers and
will forward to the skilled workmen who are
registered on its panel. The call charges will be
fixed as per local circumstances. The students of
the Institutes are involved sometimes in attending
the complaints.
The % of the revenue which may shared by the
Institute and skilled workman is recommended as
follows:
i)

Staff manning the call centre

The staff for manning the call centre may be hired
on contract basis. A minimum of Rs. 50 as the call
charges may be levied to meet the local traveling
expenditure of skilled workman, if there is no
attending of the faults. If students are involved
then about 40% of the 80% of skilled workman's
share is given to students. Call and repairs
charges will be fixed by local institute level
committee.
(8).
Inviting sponsorships from Big corporate Houses
and MNC's.
In every city and town
seminars/workshops/fairs/sports meets are usually
held Patiala is no exception. Big companies and
corporate houses are offered to sponsor these
seminars/workshops/fairs and meets at campus.
These companies will be compensated by providing
them advertisement space on the Institute during
these events & will be allowed to put
advertisement at critical locations of the
institute on year to year basis.
The rates of boarding/ advertisement boards will
be decided by the local institute committee
keeping in view the local conditions.
(9).
Soliciting of Donations, Gifts (in cash or kind)
from companies/ Big corporate houses/ NRI's old
trainees/students aluminums, philanthropists.
As the institute is doing a very noble cause of
producing skilled manpower for industry/ Service
Sector/ Market and Society at large will meaning
companies/ Big corporate Houses/ NRI's, Old
Trainees/Students (who are well established and )
philanthropists are requested to donate/ gifts in
cash and/or kind.
(10). Inviting
companies/MNC's/Corporate Houses for Campus
Interviews /Placements.
As the companies/ corporate houses/service sector
are the main consumers of the technically trained/
skilled manpower, these are requested to regularly
visit campus for selection of candidates. Suitable
facilities are available for stay of the officials
of the companies and for carrying out their
activities. For
meeting out there expenses, the
companies and the candidates
will be nominally charged.
